2. People Power - power of the government to regulate orders and behavior within its territory.
3. Power of taxation - power to impose and collect taxes and charges

JUDICIARY
-Supreme court
-1 chief justice and 14 associate justices
-it may sit enbanc or in partition of 3,5,7
qualifications:
-natural born filipino
-atleast 40 yeras old
-atleast 15 years being a judge or more
-holds office during good behavior until 70 years old or incapacitated of their duty.
CHECK AND BALANCES- So the "opulent minority" will not be overpowered by the majority
